How to create a customs clearance

Guide for keyboard functions: Shortcuts

 

You start Toll (Customs), by clicking this icon in the top of the menu It can also be set as the default start-up, when one starts Emma
Or right-click (or Ctrl + M) on the screen and the main menu will appear, select TULL "Customs" and then TULL "Customs".

You may add Tullid by right click on Tull id field - it’s not needed since Tullid will be added automtically when sending

Screenshot is divided into two parts where all "Allmän" General information is given on page 1 and the "Varor" goods information (line registration) is provided on page 2.
The following key fields are important to note:

SpedNr:Sped number is our (Emma) program's internal number which is unique, The program automatically assigns "SpedNr" when you save.
Referens. Fields for your internal reference number for the assignment.
Type.Here you specify whether it is an I-Import or E-Export.
Meddelandetyp Specify the type of interpretation to form, the choices appear in the drop down box. Note that here you have the opportunity to specify at the customer level which message type "meddelandetype" should be defaults on the customer. You can also set up the message types "meddelandetype" that are valid per customer at the customer level. This will be controlled by the system as it leaves the customer field and a message will be provided.
Intern kod: This is a special field that can be used to tell what to do with the assignments for the individual customer. Among other things, the customer can indicate whether this is a (HUS) or only "hemtagnig" (HDS). We will be able to add this to the load of assignments. Important that this only happens to customers for whom you always have the same type of interpretation. This is maintained in the customer's market base «Kundbas».
FKod - Forsendelseskode: (Only used with NCTS) Only used with NCTS (Customs Administration Electronic Transit System) TurNr: (Only used with NCTS)Only used with NCTS (Customs Administration Electronic Transit System) Ant. kolli: Enter the total number of packages. For all tariclines
Bruttovekt: Enter the total gross weight of the number of packages from the previous field.
Nettovekt: The net weight is automatically calculated at 90% of the gross weight, but this can be overwritten.

Sender / Receiver "Avsändare / Mottagare" Fil in information about the shipper and Consignee , address etc.

  F5=Rensskjerm: "F5" shells out the debit screen without saving.
SwedishCustomClerance_ENG_8 F6=TULLtabell: "F6" is a function key to access the "Tvinntabellen". Select the desired assignment and press 'Ctrl + Enter' to select or double-click the mouse.

Show (Vis) - Aktiv / Inaktiv taricnumbers - taricnumbers not in use anymore will be showing in 'grey' for history only.

Select a number in result coloumns by doubleclik on it. Emma will check again for Y-codes depending on origin country.

You may also Deaktivera (deaktivate) or Aktivera (activate) a tariffnumber you have selected by pressing the buttons.

If it 'lights' green on F9 = History (V) or not, one by pressing F9 can enter the history. If it is on, there is one or more Tariff numbers inside the image as shown above. If the F9 button does not 'light' green, one can still press F9 and display the window without the tariff no.
Remove the chin on, for example, the sender and tap the Hent (Download) History button and see if you can hit or delete any of the other chicks and hit Hent (Download) History.

One can add or change the name of the individual template directly in the assistant. One can delete a template in the help with Ctrl + Del.

Omtulltaxering You can also choose to do a re-taxation" omtulltaxering" here as the system will automatically make a 100% copy of the current customs clearance and you can then make the necessary changes and press save icon when you are done.
Tip! You can now also print the new "Omtulltaxerade" declaration directly from the screen via the print icon. Cannot be submitted electronically.

Råkopi / Copy Creates a copy of the declaration that is open. Does not include Reference no and Godsnr/IGnr. Assigns new "Spednr". General "Allmän" (side 1):

Sender / Receiver

"Avsändare / Mottagare" Fill in information about the shipper and Consignee , address etc.

Godslokalkod = goods location code

If you take out goods from your own storage fill in both godslokalkod and godsnummer (goodsnumber) (godslokalkod + IG nr)

If there are one or more invoices / Invoice related to forwarding numbers, these will automatically or manually appear when picking up the assignment. This is controlled by the info parameter. You can choose whether you want to interpret from this or whether you want to print it and interpret after the paper. To get the most out of this feature, it is recommended to have 19 "screens or larger.¨
The invoice that is submitted is either read from the main system via own routine or possibly scanned manually into Emma via a program.
The advantage of having an invoice related to the assignment is several:
• You can do the declaration without printing.• You can send the declaration to the customer with an invoice• You have attached the invoice to the assignment for all future and can look at it later if discussions should arise or you need a copy.
Shipping / insurance logic Ex: Air freight shipping with freight amount 100 SEK and currency SEK and 10% insurance surcharge and currency SEK

For ordinary road transport, you must enter freight manually in the box Shipping within the EU and Shipping to EU
Freight to the EU will appear on the product line in the field as well and will thus be included in the Statistical Value which in turn is used in TL calculation.
Shipping within the EU will not be included in the Statistical Dictionary or in the TL calculation but will be included in the VAT basis.
For Air Shipments (The criterion is Transport Set = 4), you get a help field when you enter the freight calculation where you specify location, % rate (for current sender / recipient location) and Total freight on the assignment. The system will then distribute the freight from% on the two freight fields.
Insurance «Forsikring» In the insurance field you enter the% rate to be calculated in the first field, only that!
Once you have entered the applicable invoices, the system automatically calculates the insurance amount in SEK. This amount will then appear in the Supplement field on the product lines and thus be included in statistical value etc.
You can specify at the customer level (Kundbas) what insurance % each customer has, if you have a new assignment this % will automatically appear when you enter the freight calculation.






Financial information: You enter InvoiceNo, Amount, Currency and Date. The exchange rate of the currency automatically comes up. The Customs course is updated via its own menu selection directly from the Customs Service's website. The date field automatically suggests the current date, where you only enter numbers (don't use ".")
By pressing <ENTER> in the date field you go straight to a new invoice line. If you want to change an invoice line, you scroll down the table and change it in the table. To delete a line, select a line and press Ctrl + Delete.

Goods item «Varor» TaricNr.: Enter the tariff number in the field and the corresponding text will automatically appear in the "Description of goods" field (a little further down the screen).
When first registering a "Tariff no.", An image appears where you enter the corresponding text, see the next picture. PS! If you have retrieved a text from Taric that you override and want to be the default text that is proposed from Taric, you press the panel text 'Update text to taric'.

Search on Taric no!

Searching for Taricnr is done by number or text search in taric field, then you get the taric where you can search for nr or text in the usual way. You can also write the beginning of the taric code eg 85 followed by enter then you will show all taric numbers on the specified chapter.

Dummy taricnummer = 00If you do not have a taric number you can use 00. In some types of customs clearance / messages to the customs office this will be necessary, among other things on low value customs clearance One has two ways to use the history feature:
• To see how similar goods have been cleared and approved previously or • To view and also copy corresponding customs.
One has the opportunity to use several selection criteria within history. You can also search in the item number / name field to search with Ctrl + S.
If there is history on the relevant customer, as soon as you enter the product lines a green light will be lit in the History button. However, it is important to be aware that history can be used on all product line registrations if one wishes.
Press F9 and use the criteria available to copy with double-click or Ctrl + <Enter>.
Even if you have copied a previous tariff, you still have to go through the product line to get the correct fees, tariffs etc. This must be done to get the correct basis, place of origin and any other criteria that are crucial for customs / tax calculation.
Note! One also copies any documents so check if references etc are correct before adding the assignment.

Basis «Grunnlag»:When you have selected the tariff number and arrive at the field Basis "Grunnlag", the screen changes if you have several invoices in different currencies, so that invoice information comes up.
The basis is automatically calculated and posted either in currency (if all the invoices are stated in the same currency) or in NOK if one has different currencies or possibly Norwegian kr.
The basis always suggests the remaining amount that remains i.h.t. invoice amount (s). When the basis is set to 0, the customs clearance is completed and one can add the assignment to the TULL table.
Brutto/Netto Weight:Gross / Net weight is automatically transferred from the command level (see top of screen). The weights are suggested relatively i.h.t. the proportion of specified basis on the relevant product line. In the same way as the basis, the weights will go to 0 when the entire invoice amount is entered.
Packages «Kolli»: Packages are automatically transferred from "Number of packages" at the top of the screen. If there are several packages for which the basis is to be distributed, enter the correct number of packages for which the field "Basis" should apply.
When one comes to a new product line, the rest of the "Ant. Package" that is left is suggested.
Another unit «AnnenEnhet»:Another unit, if it is required that this field be filled in, does not come out of the field until a value is entered here. This is governed by the Customs Tariff

Linjer - lines:The product lines automatically is in this window. To delete a line, select a line and press Ctrl + Delete.

Manual adjustment of weights in the product line overview. It is possible to manually adjust weights via. Please note that in these cases you will not be able to update any fees that are weight-based without running through the product lines afterwards. Then it is also important that you do not go through the baseline because the system will automatically distribute the weight on the line from the baseline.

If you have registered 2 equal item line (tariff number) on the assignment, you will automatically receive a proposal to merge the item line. If you want this to happen, you have to click on the "button" that appears. Then the basis of the original product line will automatically accumulate.
Avgifter/Taxes: In order to improve usability, when a tariff number has been entered, a "light" will be displayed on VAT, Customs and Taxes respectively, which clearly indicates which of these are relevant for the specified tariff number.
You can see the sum of all Customs, VAT and Taxes on the product lines by clicking "SUM AVG." with the mouse. Results come in the "Text box"

VAT and Customs will be posted automatically after the basis has been specified, while any taxes must be entered manually by clicking on the 'Fees' panel, then a box will pop up where you enter the relevant fees.
NB! If charges are stated, an update of the VAT calculation will be automatically run.
Note! If you manually override a tax rate then it is important to note that you will then no longer receive an automatic update of the fees if any change of basis. However, this will be easy to see as the fee that is "locked" will be red in color. One unlocks this lock by double-clicking on the charge line.
Dokumenter - documents: Document References All documents that are referred to through the registration of product lines will automatically be added to a table where one for each new line marks the reference that should be included on each line. Only "SER" will be automatically proposed, others must be marked as needed. Y codes will be added as it is in tariff.
Ny varelinje – New lineWhen you have been through the entire item line and are in the document code field, you can press the left arrow to go to the new item line. Even if you do not have more product lines, we recommend that you do this as you will be able to easily see if the entire invoice amount is included.
Tip! When you are in first field in field 44 press arrow left to go back up to tariffno.

 

Contol before sending to customs

We have an internal input control that checks that all fields that have values ​​are filled in, the user will be notified that something may be wrong and should be checked again before choosing to submit it for transmission. It looks like this:

FEL - Errors must be corrected before sending. Varning - Warning is just a warning you can send anyway. Hard warnings you must tick varning field before sending.
Note that this is only intended to help. If you find that it gives an error message that should not be there, please let us know. This may change continuously based on the Customs Administration's requirements.

TULLtabellen:

The TULL table here will always have a complete overview of all assignments that have not been completed. All jobs that are registered and not printed will be in the TULL table. For practical and user-friendly reasons, we have placed the assignments in a separate table for each user. In order to also get a complete overview, we have also put out all the unfinished assignments in a common table, but it is important to note that you can only change the assignments that you have created yourself (controlled by signature).
Note! When an assignment is approved and printed, you will be asked if you want to delete from the TULL table (recommended!) Then the assignment will automatically be removed from the TULL table. If there is a need to find this assignment later, this is searched for via F7 "Assignment" in the registration screen whereupon one can reprint the assignment if desired.

You can manually delete assignments from the TULL table that is in status 9 (see below for more info on statuses). Then you mark the assignments to be deleted and press (Ctrl) + Part then you get a question about deletion.
Note! That assignments are deleted from this does not mean that they are deleted, but then you have to enter the customs screen to pick up the assignment and make any changes, look at the assignment.
We recommend that you do not delete assignments from the TULL table without knowing that everything is ok with the assignment with regard to customs. One of the most important functions of the TULL table is to give users a good overview of the tasks that are still being processed by the customs office.

In order for an individual to see how far an assignment has come in the process, we have devised a status system that, in addition to informing you, also controls what you can do with the assignment. For example, an assignment that is being processed by the Customs Service (status 3) will not be possible to correct.

Tip!
You can apply for multiple fields (multisearch), the fields that are included in the search will be marked with blue text in the header. For example, first search for 'ShipperName' and etc.

Printing is done by pressing the "Print" (Utskrifts) button and can be done in the following ways

  • You can also print individual assignments via "Preview" on the current assignment

If you print an assignment that has not been approved, in the "Reference field" (upper right) of the declaration, the text "Lack of approval" will be presented. If the assignment is approved, the Customs Administration's reference / Customs ID will appear.

E-mail Customer

It will now not be possible to print assignments for ESCAN customers from the Tull table. In the case of mass printing, only those assignments belonging to customers who do not have an ESCAN subscription will be printed. If you still want to print an SAD to an ESCAN customer, this must be done via F7 - Assignment.
Non-print jobs Note! No assignment with "Meddelandetype "Message type 2 = HUS or OMS will be printed

You also have the option to print one or more assignments from the F7 Assignment List, then you mark the assignment (s) that you want to print by pressing the text button for Print or any preview. Then the marked assignments will be printed.
Tips! For example, this is great if you want to print a number of assignments for a specific customer.

If you have missing actions "saknade handlingar" on a assignment, by standing on the active assignment you can press a separate button 'Letter of demand' – "Anmaningsbrev" where you then get a separate pop-up form where you tick off the missing actions "saknade handlingar" and add the date / at least when this information must be in their possession. One can then print the document. The information entered into the assignment is stored so that one can look at it later. If there is information / a letter is written, the button is green!

If we go to the assignment overview and click on the "Logg" button, we will be able to look at the history of an assignment even after the assignment has been removed from the TULL table.

 

Message from Customs: 

All assignments that are not approved directly will receive messages from the Customs Service. To get a job corrected and resubmit, you need to do the following:
1. Read all messages2. Receipt for read message3. Press the correct button
One will then go into the assignment and one can make the necessary corrections before putting the mission back ready for resubmission.
Assignments that return with Status 5 - Assignments added to manual processing should only be acknowledged for read message. The assignment will then go to status 8 - waiting for a new message. These assignments will then, when the Customs Service has completed the assignment, receive a new message where the assignment will almost always be approved and then go to status 9.
If you have sent temporary assignments (såkalte Innstikk)) then they will be added to status 7 and then have been granted a temporary approval. These assignments must be completed (within 10 days) to be completed and resubmitted for final approval.
