How to create a Master consignment

Master Consignment:

In Digitoll, information can be structured across three levels:

  • Transport – The actual means of transport crossing the border (air, rail, road or sea).
  • Master Consignment – Represents the main freight agreement and is used to group one or more House Consignments under a common master waybill.
  • House Consignment – The individual consignment.

A transport can contain one or more Master Consignments, and each Master Consignment can contain one or more House Consignments.

Transport → Master Consignment → House Consignment → Customs Declaration

Do you need a Master Consignment?

A Master Consignment is used when one or more House Consignments are grouped under a master waybill.

If a House Consignment is to be linked directly to the transport, you do not need to create a Master Consignment. This is referred to as a Direct House.

With a Master Consignment:
Transport → Master Consignment → House Consignment → Customs Declaration

Direct House:
Transport → House Consignment → Customs Declaration

This guide explains how to create and submit a Master Consignment in Emma.

Create a Master Consignment:

Make sure Master Consignment is selected in the Type field.

  • Decl. ID: The consignment number generated automatically by the system.
  • Mode: The mode of transport used for Reporting and Information Obligations.
  • Reference: You can enter your own reference. If no reference is entered, Emma automatically creates one using Decl. ID + the user's signature.

 

MRN and status:

Once the Master Consignment has been submitted, the MRN and status are returned by Norwegian Customs and displayed in Emma.

Simple and Full view:

To make registration easier, the screen is divided into Simple view and Full view.

 

  • Simple view displays only the required fields.

  • Full view displays all available fields.

  • Simple view is selected by default.

 

Required fields – Simple view:

The following information must be entered before the Master Consignment can be submitted.

Waybill:

Select the appropriate waybill type from the drop-down menu and enter the master waybill number.

The master waybill reference is used to link the Master Consignment to the transport and the associated House Consignments. It is therefore important that the correct waybill references are used consistently across the messages that are to be linked.

Gross mass:

Enter the total gross mass of the House Consignments included in the Master Consignment.

If House Consignments are linked directly to the Master Consignment, the gross mass is calculated automatically.

Release confirmation:

Enter the email address to which the release confirmation should be sent.

Note: If an email address is entered for the release confirmation, the Representative details must also be completed.

 

Consignor and Consignee:

Enter the name and address of the Consignor and Consignee. These may be the actual parties from whom the consignments are collected and to whom they are delivered.

 

Optional fields:

Representative

The Representative must be entered if you want a release confirmation to be sent by Norwegian Customs.

Enter the Representative's details, including organisation/VAT number, full address, telephone number and email address.

In most cases, the Representative will be your own company.

Container / transport equipment:

The container/transport equipment fields are only displayed if Yes is selected in the Container field.

These details are only required when the consignment is transported in an ISO container or trailer.

The following fields are also optional and are available in Full view:

  • UCR
  • Carrier
  • Place of loading
  • Place of unloading

Link House Consignments:

The next step is to link the relevant House Consignments to the Master Consignment.

 Submit, amend or cancel:

When all required information has been entered, click INS to submit the Master Consignment to Norwegian Customs.

Amend a Master Consignment:

If you need to change any information or add additional House Consignments, select Amend, make the required changes and submit the Master Consignment again.

Cancel a Master Consignment:

If the Master Consignment needs to be withdrawn, select Cancel to cancel the submitted message with Norwegian Customs.
