AES - Final Rules

On December 14th, the transition period for AES ends.

This means that several important changes will take effect. From this date, companies must fully follow the new AES procedures, as the previous systems and temporary exceptions will no longer be accepted.

Key Changes from the Transitional Period (TP) to the Final Rules

Below is an overview of the most significant changes introduced when moving from the Transitional Period (TP) to the Final Rules. No information has been added or removed.

1. Requirement for Active Border Transport Means
Active border transport means is now required for the following modes of transport:
Sea (1) Road (3) Air (4)

2. Departure (Inland) Transport Means for Rail
For rail (2), the departure (inland) transport means can specify up to 999 wagons. This is not yet supported by Emma in any country.

3. Increased Length Limits for Names, Addresses, and Postcodes
Names and addresses can now contain up to 70 characters.
Postcodes can now contain up to 17 characters.

4. Security = 2     Routing Countries Required
When security = 2 (export security declaration, required for exports outside NO, CH, and LI), routing countries are now mandatory. This was previously optional.

5. Longer Transport Means Identification
Transport means identification, for example lorry registration, can now be up to 35 characters long.

6. Extended Goods Description
The description of goods can now contain up to 512 characters.

7. Extended Package Marks and Numbers
Package marks and numbers can now contain up to 512 characters.

8. Extended Document Identifiers
All document identifiers, including previous documents, produced documents, transport documents, and additional references, can now contain 70 characters.

9. Documents at Declaration Level
All documents that apply to the entire declaration (previous document, produced document, transport document, additional reference, additional information) will now be sent only at header level. They will no longer be repeated for each item.
