Changes in Finland – May 2025

There are two upcoming changes in Finland in May. Guarantee number GRN for imports and adding the last 3 Arex messages to UTU Export. This means the end of Arex.

GRN number for Imports

Starting from version 10.340.1, you can input the GRN number for a client in the customer database or via the CUST button in Emma customs clearance.




In Emma, the process will involve adding the GRN number to the customs clearance window starting from version 10.344.1 or later (available for testing from 8/5-25) once it is recorded in the customer database.

The GRN number will be excluded when dispatching clearance to Tulli if no taxes are registered at the tariff line level (details available in output control prior to sending).

 

AREX will now be removed and the last 3 messages in now part of export.

  1. Exit summary declaration
  2. Re-export
  3. Exit notification

 

There will be six tests that need to be conducted using the Tulli test service, and a separate guide will be provided for the test cases.
