Tolletaten har informert om at det ved oppstart av transitteringer med utenlandsk garanti skal registreres opplysninger om den norske aktøren som oppretter deklarasjonen.  

Dette er et krav fra Tolletaten. For spørsmål om regelverket eller hvordan opplysningene skal registreres, viser vi til Tolletaten.

Når gjelder dette?

Dette gjelder når:

  • organisasjonsnummeret som registreres som Holder (13 07) ikke er norsk
  • en norsk aktør oppretter transitteringen i NCTS på vegne av innehaveren

Hvilke opplysninger skal registreres?

I disse tilfellene skal feltene under Representant (13 06) fylles ut med opplysninger om den norske aktøren som oppretter deklarasjonen, inkludert:

  • organisasjonsnummer
  • kontaktinformasjon

Opplysningene om Holder (13 07) skal fortsatt fylles ut med fullt navn, adresse og kontaktinformasjon.

Bakgrunn

Tolletaten har opplyst at de ser en økende bruk av garantier fra utenlandske garantister ved oppstart av transitteringer. Når garantisten registreres som Holder, ønsker Tolletaten at den norske aktøren som faktisk oppretter deklarasjonen også identifiseres gjennom feltene for Representant.

NCTS - Completing the Representative field when using a foreign guarantee

The Norwegian Customs Administration has informed traders that when a foreign guarantee is used to start a transit movement, details of the Norwegian operator submitting the declaration must also be provided.

This is a requirement from the Norwegian Customs Administration. If you have questions about the regulations or how the information should be reported, please contact the Norwegian Customs.

When does this apply?

This applies when:

  • the organisation number entered in Holder (13 07) is not Norwegian
  • a Norwegian operator is submitting the transit declaration in NCTS on behalf of the holder

What information must be entered?

In these cases, the Representative (13 06) fields must be completed with the details of the Norwegian operator submitting the declaration, including:

  • organisation number
  • contact information

The Holder (13 07) fields must still contain the holder's full name, address and contact information.

Background

The Norwegian Customs Administration has observed an increasing number of transit declarations being started using foreign guarantees. When the holder is not a Norwegian entity, the Norwegian Customs Administration requires the Norwegian operator who actually submits the declaration to be identified using the Representative (13 06) fields.
